The PM Stephen Harper has the answer:

These new targets wouldn’t be higher than the old targets would they? Is this the way to make Kyoto successful? I think the original targets would be easier to achieve if Harper would stop killing our environmental programs.
Also the Canadian Environment Minister Rona Ambrose is the chair of the United Nations climate change process but the Conservative federal government has largely abandoned the Kyoto Protocol. Its tough to be the head something you don’t want to be a part of.
“It’s hypocritical to chair a process that you don’t want to be part of,” said Dale Marshall of the David Suzuki Foundation. “We’re asking Minister Ambrose to step down because the international climate change process needs – and deserves – someone who will champion the Kyoto Protocol.” – DavidSuzuki.org
Looks like the Conservatives are setting up Kyoto to fail. How long till we back out?
I think we could learn a thing or two from the Europeans they seem to be meeting their targets, with none of the economic disasters that were foretold.
