Ottawa plans no-fly list by 2007, whats the point?

The Conservative government has announced plans to institute a no-fly list to bolster aircraft security.

The Passenger Protect program will require all passengers to show a government-issued ID to board commercial flights by 2007. -CBC

Why do we need a no-fly list? Especially when The List in the US has been widely misused, and even included senators and infants, and probably senetors that acted like infants.

The timing of this announcement could not be more ‘perfect’

Christopher Soghoian, a graduate researcher at the Center for Applied Cybersecurity Research at Indiana University, said he wanted to get the attention of Congress when he put online a Web application which generates fake boarding passes that are good enough to get you past the Transportation Security Administration checkpoint.

The fake boarding pass generator exposes long-standing flaws in airport security as implemented by the federal government which would allow people on the no-fly list to buy tickets and board flights, possibly without even going through the somewhat invasive secondary screening that everyone whose boarding pass shows “SSSS” finds themselves subjected to. -Homeland Stupidity

Hmm.. so a simple website can generate fake boarding passes, that allow you to get passed security checkpoints, even if you happen to be on the no-fly list. So why bother with a no-fly list? Maybe all the long standing flaws should be fixed, before a no-fly list is even contemplated, but of course bug-fixes that most people do not understand would not generate the illusion of security politicians are always so concerned about.
